No news yet on how to obtain it in Malaysia but I will be keeping a lookout on this. Coinbase US should be one of the 1st cryptocurrency exchange to be making Libra available based on the whitepaper.

Libra is basically going to be a stable coin, which means it's pegged to a basket of currencies. In theory, it's not suppose to have wild fluctuations in price like Bitcoin and Ethereum.
On the surface is about time something like this comes out but I think the hurdles Libra has to overcome is the issue of movement of money which under many countries it is slow because of restrictions placed to thawat money laundering. An example would be I can send Libra coins to someone in Africa and how is this transaction going to be recorded by the world's banks. It can be used for good also like doing cross border donations.
For now I will be soaking up my knowledge on it. There is still some time to learn about it as the coin will only be launch in the year 2020.
