Whatsapp and those website profiles typically use circular profile pics. To enhance the look of profile pictures, putting a cricular border around the pictures makes the profile pictures pop up.
This is how it's done in photoshop, after creating the rounded selection (using elliptical tool) , go to Select-> Modify -> Border. This will create a border then you can use normal photoshop fill tools to fill up the border with colors.
